Vietnamese egg-roll sauce
Nuoc Cham.

1 - 2 small chiles, minced
1 tablespoon white vinegar, heated
1/2 cup nuoc mam (fish sauce)
1/4 cup fresh lime juice
1 small carrot, finely shredded, rinsed and squeezed dry
2 cloves garlic
1/2 cup sugar

Combine.
